Duties
The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.
The Human Resources Specialist (HR Development) is responsible for planning, developing, administering, supporting, and evaluating Counsel-wide legal, technical, and specialty training programs. This position is located in the Training and Communications Division, Associate Chief Counsel (F&M).
The Training and Communications Division performs two vital functions for the Office: the design and delivery of high quality training, and the facilitation of essential communication. Each of these functions serves our mission to enhance employee efficiency, effectiveness, and engagement.

Qualifications

For GS-09:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Supporting operational and administrative aspects of adult training and educational delivery; Providing support with planning, coordinating, facilitating and evaluating complex simulation educational programs; Proficiency with training facility set-up, including audiovisual components; and updating and adapting courses and activities to meet client needs and working with others to improve processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education Substitution: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.
For GS-11:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Providing recommendations on operational and administrative aspects of adult training and educational delivery; Planning, coordinating, facilitating and evaluating complex simulation educational programs; Facilitating group discussions of various sizes and working with others to improve processes; Delivering quality, timely, and well-researched work products under general or minimal guidelines; Updating and adapting courses and activities to meet client needs; and drafting targeted communications to employees and management regarding training programs and events. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education Substitution: You may substitute education for specialized experience as follows: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

For GS-12:
Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Having provided assistance on developmental matters related to non-legal instruction; reviewed content of non-legal courses to determine whether established material is accurate and up-to-date; provided video recording, posting, and editing support, including camera operation, post-production, and maintenance of streaming media website and online resources; drafted appropriate office-wide or targeted communications to employees and management regarding training programs and events; and managed continuing legal education approval process with state bars for large programs, including submissions, follow-up, publication, and answering basic questions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-13:
Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Having served as the lead training expert in the development of new training courses and activities for legal and non-legal instruction; reviewed existing legal and non-legal courses for effectiveness of instructional methods and media; implemented administrative and technical training support requirements for training courses and activities; independently operated equipment for video recording, posting, and editing support, including camera operation, post-production, and maintenance of streaming media website and on line resources; drafted off ice-wide or targeted communications to employees and management regarding training programs and events; managed continuing legal education approval process with state bars for large programs, including submissions, follow-up, publication, and answering questions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
