This National Guard position is for a COMMAND PROGRAM SUPPORT SPECIALIST (T5), Position Description Number T5853000 and is part of the AL JFHQ AL Command Administrative Office, National Guard.

Duties
1. Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.
2. Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office.
3. Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or direct1ng various Army National Guard programs.
4. Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from higher headquarters.
5. Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings.

Qualifications

SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
Knowledge Required by the Position: An in-depth knowledge of ARNG operations and programs is required to properly assess the effectiveness and efficiency of program operations carried out by various organizations at the training center (i.e., supply, engineering, housing, communications, service club, recreation, physical security, safety, troop welfare, etc.). This compares favorably with FL 1-7 in the grading standard that cites analytical and evaluative methods and techniques are used concerning the efficiency and effectiveness of program operations such as supply, budget, procurement, etc. An ability to conduct detailed analysis of various programs is also required. Knowledge of established management principles, pertinent regulations and guidelines, coupled with the ability to apply fact-finding and investigative techniques. A knowledge of program issues, goals, and objectives, work processes, and administrative operations of the organization.
Education
Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
