THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 32), Position Description Number NGD2513000 and is part of the TN 118th WING, Air National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 116 (Music City Chapter).

Duties

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will Independently perform and examine financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Aggregate data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Determine the legality of entitlements/collection actions and provides decision support to the Financial Manager. Perform other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This is a Financial Management Level Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

Military Grades: E-5 through E-6 Compatibility: AFSC 6F0X1, Financial Management and Comptroller. GENERAL EXPERIENCE: Experience, knowledge, skills, and abilities for: skill in collecting and analyzing data effectively, efficiently, and accurately, skill in applying procedures and directives by reading and interpreting program material, skill in presenting formal training presentations and briefings. ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: 36 months or 1-year specialized experience at the nexr lower level providing analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions, involving competencies in analysis, research, writing, and judgment typically gained through academic education or progressively responsible experiences, requiring knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting, practice competencies in self-management, resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills. Work follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and typically learns to do the work through specialized experiences.
