About the Position: Serves as Team Leader for the Planning Section within the U.S. Army Corps of Engineers Louisville District Planning, Programs and Project Management Division, Civil Works - Planning, Programs and Project Management Branch.
Duties
Serve as the district policy compliance expert for interpreting policy as it applies to Civil Works planning matters for studies or projects being accomplished by the district.
Advise district leadership on the application of policy and incorporation of risk management for all district planning studies and projects.
Lead teams in the conduct of feasibility studies leading to reports for Congressional authorization of Civil Works projects.
Use Civil Works risk management techniques to review and approve the methodologies used, the assumptions made and the technical adequacy of the conclusions in Civil Works planning studies within the District.
Serve as a senior reviewer and review team leader for Civil Works planning studies prepared by senior study managers and plan formulators and conclude whether Civil Works technical and policy requirements have been adequately addressed.
Serve as the District’s compliance expert on the Regional Business Process manual for studies or projects being accomplished by the Civil Works Planning staff.
Assist Planning Section Chief in managing Continuing Authorities Program, Investigations Program, and Environmental Stewardship Program.
Coach and mentor Civil Works planning team members in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures.

Specialized Experience for GS-13: One year of specialized experience which includes: Leading Civil Works planning processes and teams; outlining policy and overall planning program requirements and objectives; using Civil Works risk management techniques to review and approve the methodologies used, the assumptions made and the technical adequacy of the conclusions in all Civil Works planning studies within the District; serving as a senior reviewer and review team leader for Civil Works planning studies within the District; serving as a senior review and review team leader for civil Works planning studies prepared by senior study managers and plan formulators and concludes whether Civil Works technical and policy requirements have been adequately addressed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
