This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities

Duties

Provides large scale traffic migrations for network circuits/equipment via on-site data collection, as well as planning and implementing user migrations. Provides the overall systems engineering and technical integration for the network discovery and circuit audit activities. Support engineering survey activities including Identifying type/number of ports wired and equipped on network systems working with customer to determine Intra-system cabling between floors/rooms, determine which system(s) traffic continue below... Continued- will be migrated from/to, determine the feature package of all related equipment, provide port capacity types and quantities required for systems engineering integration. Support network activities including obtaining circuit records, identifying hardwired equipment to network systems, utilizing different types of Digital Cross Connect (DSX)continued below... Continued- and Light Guide Cross-connect (LGX) panels, identify/develop cross connect maps and parameters of signals of all related systems, perform detailed site circuit physical audits, determine cable/fiber runs and all connector types needed. Provides technical expertise, advice, and guidance for preparation of information systems plans, system design plans, and specifications for projects in network/circuit specialty areas.

  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You MUST submit a copy of your current registration as an Engineer Intern/Engineer In Training or a copy of your license as a professional engineer. 2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You MUST submit a copy of your transcripts. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: You MUST submit a copy of your transcripts. NOTE: A SF-50 reflecting that you currently or formerly served as an Engineer for the Federal Government is NOT qualifying supporting documentation for the basic requirement. You MUST submit either your transcripts, current registration as a professional engineer, EIT examination results, and/or supporting documentation based on your claim of the basic requirement, as applicable. Lack of this documentation will make you ineligible to be referred. OR BASIC EDUCATION REQUIREMENT - (COMPUTER SCIENTIST) Bachelor's degree in computer science OR bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: You MUST submit a copy of your transcripts. In addition to meeting either of the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Providing life cycle planning, development, acquisition, performing critical analysis, integration, testing, and implementation of the design for Strategic C4ISR Network infrastructures and information systems;2) Demonstrating the technical knowledge of performing the technical integration of Cloud Computing Infrastructures, and other Enterprise related platforms such as implementation of Virtual computing environments; and/or.3) Serving as an advisor or technical expert in the architectural design for Network Systems, with a focus on cloud computing infrastructures and/or Enterprise services in support of the Cyberspace domain. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11). Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.

Required/Desired Skillsets
  • Knowledge on several generations of transport equipment: M13 Multiplexer (MUX), Digital Cross Connect System (DCS), Add-Drop Mux (ADM), Multiple-Services Switching System (MSS), Wave Division Multiplexing (WDM), Dense Wave Division Multiplexing (DWDM), Optical Transport System (OTS), etc.
  • Knowledge of telecom layout, functional areas, sight recognition / understanding of office equipment.
  • System familiarity with multiple equipment vendors including Juniper enterprise routers and switches.
  • Knowledge of traffic remapping processes.
  • Knowledge with DSX-3, DSX-1, LGX, Test Equipment, Troubleshooting, Patching & Rewiring.
  • Familiarity with all Telecommunication customer types: Wire line, Wireless, Enterprise, MSS, etc.
  • Strong configuration and trouble-shooting experience.
  • Design and implementation experience at the network level: Wide Area Network (WAN) and Local Area Network (LAN) connectivity, routers, firewalls, and security.
  • Experience with design and implementing disaster recovery solutions, problem management, diagnosis, escalation, tracking and resolution, perform traffic engineering analysis on network facilities, and maintain and update system and network documentation.
  • Must have experience supporting and implementing network infrastructure (firewalls, routers, switches).
  • Knowledge of network equipment including Juniper/Cisco routers, and switches and hands on experience with Cisco Meraki, Checkpoint, Fortinet, and Juniper.
  • Knowledge of network protocols, technologies, services, and monitoring tools.
  • Experience designing/implementing/maintaining Software Defined-Wide Area Network (SD-WAN) technologies.
  • Support services for virtualization technologies: VMware, Citrix, and Microsoft.
  • Remote access solution support: virtual private network (VPN), Terminal Services, and Citrix.
  • Administration and maintenance of the remote monitoring and management system: update agent scripts, respond to alerts, monitor dashboard, and periodic system review.
  • Efficiently manage multiple tasks and contribute in a fast-paced, team-oriented environment.
  • Experience with routing protocols - Border Gateway Protocol (BGP), Open Shortest Path First (OSPF), Virtual Router Redundancy Protocol (VRRP) and traffic engineering; network-based Access Control Lists (ACL), policy-based routing, and firewall management; Network address translation (NAT), Virtual LANs (VLAN), VLAN tagging, Media Access Control (MAC) address tables, and switching.
  • Ability to generate and maintain technical documentation and network diagrams.
  • Experience with Virtual Extensible LAN (VXLAN), Virtual-Chassis and Multi-Chassis Link Aggregation Group (MC-LAG) on Juniper gear using best practices and implementing the appropriate spanning tree protocols on TORs in such environments. ?????
  • Experience working with carrier circuits (installation, activation & troubleshooting).
  • Experience working on Palo Alto Firewall and Fortinet firewalls. Experience with IPSec VPN, Multifactor authentication (MFA) for VPN access.
  • Experience troubleshooting complex network issues.
  • Experience contributing to monitoring and alerting systems.
