The Administrative Officer (AO) is located in the Office of Quality Patient Safety which encompasses Quality, Patient Safety and Utilization Management, at the Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC), a complexity 1A facility, classified as the highest in complexity within the Veterans Health Administration.
Duties
The incumbent is responsible for day-to-day operations of QM and directly supervises three (3) authorized FTE: (ONE)- GS-0344-07 Program Support Assistant and (TWO)- GS-0301-11 Program Specialists.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
The administrative responsibilities span organizational boundaries at all levels of the Medical Center and plays a critical influential role in organizational performance and excellence as well as continuous survey readiness.
Responsible for developing, implementing, maintaining, and providing leadership in the development of systems and processes for managing the Quality Patient Safety Department and for facilitating the monitoring of healthcare quality and maintaining compliance with regulatory requirements.
Responsible for ensuring processes are in place for managing, tracking, and providing timely response to action items, Office of Inspector General (OIG) hotlines, investigations, and other requests.
Leads in development and creation of electronic systems for data management and aggregation, compiling and tracking and analyzing data for performance improvement, recording data for external accreditation agencies, generating official responses to and coordinating reviews by external agencies, i.e., Joint Commission, OIG, Commission for Accreditation of Rehabilitation Facilities (CARF) and other regulatory agencies.
Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Responsible on a day-to-day basis for coordinating with and facilitating the function of all services, clinical and administrative, which interface with QM.

Work Schedule: Monday - Friday, 7:30am - 4:00pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervisory experience: Analyzing data and recommending performance improvement activities that are signed to improve quality of processes, systems or procedures. Experience with personnel administration including applying knowledge of personnel operations, position classification, grievance procedures. Performance standards and disciplinary actions. This experience must be supported by your resume to be creditable.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require occasional travel.
