This position serves as the Program Support Assistant for the Mental Health Care Line (MHCL) at the Michael E. DeBakey VA Medical Center (MEDVAMC) The primary function will be to provide administrative support to the MHCL Executive Office, supporting the MHCL Executive.
Duties
The incumbent is responsible for analyzing the administrative workflow and problems to establish and develop operational procedures to ensure proper functioning of all organizational components of the MHCL.
Responsible for establishing and maintaining necessary controls to supply system management with desired information for effective financial management.
Coordinates and takes minutes for various MHCL program meetings as assigned.
Monitors all Human Resource activities for the service and trains and provides guidance to supervisors regarding staffing, performance management, competencies, time and attendance, and other human resource policies and practices.
Ensures all requests for personnel action forms concerning the MHCL staff and matrixed personnel are promptly prepared and submitted to HR.
Coordinates presentation of special awards, service pins, incentive awards, and complimentary letters during staff or special meetings.
Responsible for timekeeping duties for all full-time, part-time employees and contract employees under the MHCL T&Ls.
Utilizes the Time and Attendance (PAID) computer programs such as VATAS.
Provides technical information regarding time and attendance to the MHCL staff.
Responsible for coordinating the onboarding for MHCL learners (i.e. residents and fellows) in conjuction with Education Service Line.
Obtains and monitors the use of services, supplies, or equipment for the Mental Health Executive office.
Incumbent is a purchase card holder and must comply with Federal and VA Acquisition Regulation and policies, as well as local procedures.
Requests, records, and reports all training received by the MHCL Leadership and staff.

Work Schedule: Monday - Friday, 07:30am - 4:00pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Timekeeping and scheduling experience, controlled correspondence and PATS-R experience; Experience with Excel, PowerPoint, Zoom and other administrative applications. This experience must be supported by your resume to be creditable.

Physical Requirements: No special physical qualifications are required to perform the work. The work requires the ability to move around the office and clinic and requires some standing, walking, bending and carrying of light items up to 20 pounds such as office files, copy paper and supplies.
