Duties

This position is located in the JFHQs directorate or division level office. Incumbent performs duties necessary to accomplish budget analyst and management functions and provide for customer services in support of budget programs essential to state Army or Air National Guard daily readiness missions. Serves as the functional point of contact for day-to-day budget/financial issues. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information. Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.
  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination. Military Grades: E4 through E9, WO1 through CW3, or O1 through O3 Compatible Military Assignments: The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB. GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Education

Substitution of Education for Specialized Experience:

To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions.
