The Dayton, OH VA Medical Center is recruiting for a well-qualified Medical Administration Officer (Assistant Chief, Ambulatory Care and Processing). This position is within Patient Business Service (PBS)and provides day-to-day management and oversight at the Dayton VA Medical Center.
Duties
Duties include, but may not be limited to:
directing and supervising medical administration programs providing technical and administrative support for medical facility in areas such as: administrative duties on off tours, enrollment and eligibility, admitting patients, administering bed control, clinic administration, coordination of Veteran transportation needs, and assuring legal requirements for care are met
maintaining of data related to budget and expenditure estimates
providing workload statistics, advising leadership on fund shortages and recommendations regarding funding or program adjustments and to promote cost consciousness
establishing minimum standards for quality and productivity of subordinate staff
administering various programs within PBS concerning such as equal opportunity, merit promotion, labor management relations, and position management, and space and equipment programs
serving as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained
personnel administration responsibilities including position classification, grievance procedures, performance standards, and disciplinary actions
surveilling, evaluating, and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands
overseeing orders for supplies, services, and equipment; reviewing orders to verify need and ensuring each section receives appropriate share of funds
operating within authorized budget
establishing procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community, and are maximally cost effective
employing updated mechanisms proven to be effective in provision of service
assuring all standards of regulatory and accrediting agencies are continuously met
coordinates preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and other non-recurring reports
participating in internal reviews; makes suggestions on ways to improve overall management
preparing documentation for accreditation process
ensuring annual licenses for department are current, initiating purchase orders for payment of annual fees for accreditation, and participating in annual site inspections
recommending to Medical Center management regarding needs, distribution or redistribution of resources
working with all departments within Ambulatory Care to ensure operational efficiency and cost control
adjusting operations under pressure of continuously changing and unpredictable local and national expectation
developing policies and plans for organization by coordinating medical administration needs of medical center or network
planning for delivery of health care by taking initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to resolution of problems
participating in formative stages of overall facility managerial planning to assure awareness of medical administrative issues and implementations are considered and influence management decisions
developing, evaluating, and modifying organizational structure and systems to achieve program goals
participating in analysis and interpretation of workload and other data used in resource planning
discussing, investigating, and responding to employee grievances and dissatisfactions in order to resolve conflicts
developing and coordinating internal review systems to assure clinical and administrative activities are in compliance with agency, accrediting, regulatory requirements
Promotion Potential: The selectee may be promoted to full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at lower grade level does not guarantee promotion to full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
