This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center (VAMC), Charlotte HCC, in the Prosthetics Service. This position performs a full spectrum of supply operations to include supply and inventory control, maintenance, reporting, coordination and distribution.
Duties
Duties include but are not limited to:
Performs inventory management related duties including elements of item management, material coordination, and inventory control
Utilizes the Generic Inventory Package (GIP) and Track Core database, compiles reports and disseminates as required
Generate reports via Integrated Funds Distribution, Control Point Activities and Accounting Procurement (IFCAP) and PIP providing copies to immediate supervisor and management for review and action, if needed
Maintains inventory for items from readily available sources of supply, or items which reflect relatively stable patterns of demand
Utilize barcode surgical implants to scan and track inventory. Coordinates and/or monitors all phases of the inventory process including participating in the establishment and control of inventory standards and eliminating adverse conditions affecting the inventory
Identifies requirements, requisitions and issues
Distributes office and administrative supplies, forms, publications, or other printed materials
Prepares the survey report when non-expendable property is lost, damaged, or destroyed
Maintains all check in records and processes receipt documents to properly add assets to surgical implants and DME. Monitors due-in actions, backorder reports, and delinquent delivery reports and takes appropriate action to keep delinquent deliveries to an acceptable minimum level
Regularly conducts physical inventories and adjusts and/or maintains inventory stock, or property account records. Performs records functions in inventory, storage, cataloging, receipt and control processes, and reissue and reutilization of inventory. Performs property accountability duties or the more routine phases of property management including inventory of nonexpendable property, reporting excess property, etc. Oversees stock maintenance at or within prescribed levels and establish or adjust stock levels and reorders using standard formulae and prescribed procedures to assure proper levels are always maintained. Initiates, prepares, edits, and processes requisitions to stock items. oversees stock room and inventory by utilizing prescribed Prosthetic and Sensory Aid (PSAS) databases, governing inventory and supply regulations, manuals, procedures and processes. Uses the Prosthetic Inventory Program (PIP) to maintain local stock records, reorder when stocks are low or at a specified reorder point
Initiates procurement actions using a Government Purchase Card within prescribed laws, regulations, and guidelines
Maintains compliance with established National contracts, Federal Supply Schedules and VISN contracts and/or Blanket Purchase Agreements.
Utilizes electronic databases such as Prosthetic and Sensory Aid (PSAS) databases, Prosthetic Inventory Program (PIP), CPRS, VISTA, to enter and retrieve inventory and data
Follows up on urgently required items, and/or expedites delivery of material to facility and HCC's
Uses Microsoft Office (ie: Word, Outlook, Excel, etc.) as needed to perform other service-related duties.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a Prosthetic Service and Sensory Aids (PSAS) and standardized supply regulations, policies, procedures, or other applicable instructions (ie: purchasing hierarchy). Knowledge of and ability to acquire supplies by purchase, rental, or lease through delivery orders and/or small purchases. Knowledge of policies and procedures for sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. Requires familiarity with one or more automated bar coding, Prosthetic Service and Sensory Aids (PSAS) and supply databases (ie: Track Core) to enter, correct, and retrieve recurring reports and to structure and retrieve specialized reports. Knowledge of local supply organization and the organizations serviced (ie: Logistics service and Local Vendors). knowledge of and skill in the use of computer equipment with a wide variety of software for supply actions such as data entry, reports retrieval, error correction, and searching for specific records. Knowledge of Microsoft Office software programs such as Microsoft Word and Excel, sufficient to enter information and manage supply inventory. Skill and ability to communicate clearly both orally and in writing.

Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending, and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
