Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Congressional and International Affairs.
This is a competitive temporary promotion/temporary detail opportunity not to exceed 6 months. If selected from outside of DOI, the employee may not have return rights to their former position.
If you are currently at least the same grade of the advertised opportunity: This will be considered as a detail. This means there is no possibility of changing pay/grades for this position.
If you are currently below the grade of the advertised opportunity: This will be considered a temporary promotion. In order to be considered for a temporary promotion, you must meet time-in-grade requirements and specialized experience/minimum qualifications for the position.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
2. Develops and implements BSEE policies and procedures related to congressional, legislative, and international affairs to ensure an effective interchange of information between Congress, the Department, and BSEE.
3. Represents and speaks for the Bureau and is in frequent contact with Senators and Representatives and members of their staffs. Represents and speaks for the Bureau and is in frequent contact with representatives from international organizations and governments.
4. Analyzes pending and proposed legislation for effect on BSEE policies and programs. Provides comments, both verbally and in writing, for BSEE's position on legislation.
5. Reviews policies and procedures, carries out special assignments, and briefs the Director, Deputy Director and the Assistant Secretary for Land and Minerals Management on legislative and international affairs matters of overall concern to BSEE.
6. Prepares or reviews testimony to be given by BSEE officials at hearings. Ensures that witnesses have current information on BSEE's and the Department's position with respect to pending legislation and issues at hand.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-15 (Step 1) $155,700- (Step 10) $183,500 -DCB Pay Table (Washington, DC and Sterling, VA)
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.
(1) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Develop and/or implement a legislative outreach strategy to inform and educate members of Congress and staff on an organization's mission, programs and operations;
2) Review and analyze legislative proposals;
3) Collaborate with Congressional staff, senior officials of Federal agencies and/or interest groups on sensitive and controversial issues in relation to broad oil and natural gas energy and natural resource issues;
4) Conduct organizational review of Congressional testimony and witness preparation materials;
5) Write clear and concise hearing reports;
6) Develop and implement international agreements on behalf of the United Sates; AND
7) Participate in meetings and engagements, on behalf of the United States, with members of other nations' governments and international organizations.
