The primary purpose of this position, located within the Central Western MA Health Care System, Worcester, is to improve the quality, efficiency, and effectiveness of health care by integrating statistical qualitative and quantitative data with clinical processes and methodologies to achieve successful adoption and application of best care practices.
Duties

Duties include, but are not limited to, the following:
Uses qualitative and quantitative statistical data analysis techniques to analyze data and make recommendations to management
Reviews findings and works to develop long-term plans for management including strategic planning initiatives
Complies, analyzes, and tracks data related to a vast array of clinical and administrative operations as they correlate with service line measures including various care performance indicators
Researches and/or analyzes problems, issues, or program requirements
Determines pertinent issues and collects relevant information from a variety of sources with different reporting requirements and formats
Reviews and assesses pertinent laws, regulations, policies and precedents which affect the use of program and related support resources and applies analytical and evaluative methods and techniques in meeting the corresponding requirements
Manages electronic health record and associated clinical software
Tracks and monitors all performance measures and improvement activities against established targets
Ensures data complies with data definitions and performance metrics
Provides leadership and expertise on policies pertinent to Community Nursing Home Program, Leeds Community Living Center, Medical Foster Home Program, and the Community Residential Care Program
Provides knowledge in the design of decision support tools that improve health care efficiency, effectiveness, and safety
Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems
Prepares numerous documents, including memoranda, policies, responses to congressional inquiries and responses to requests for information
Arranges meetings, prepares agendas, notifies individuals of responsibilities to be filled, actions needed and keeps an accurate record of proceedings
Develops and/or oversees databases related to patient management systems, and participates in or leads the development of clinical decision-support systems
Develops implementation plans for new software releases/applications and updates including changes to the electronic health record
Performs other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet one of the following:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes performing analytical, evaluative, and advisory work; managing and coordinating administrative services essential to the effective operation of a clinical program; compiling data and preparing reports; applying a wide range of practices, theories, and emerging information in health care delivery, informatics and applications; utilizing knowledge of the data life cycle including data design, collection and management in order to input, retrieve, analyze, summarize, and present information effectively; and utilizing various automation and software systems to accomplish administrative duties. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level.
