The primary purpose of this position is to serve as a security specialist and security advisor, providing oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) in support of the United States Air Force Warfare Center (USAFWC) advanced and special access programs (SAPs).

Duties

Implements and administers the SAP information security program. Implements and administers the USAFWC SAP personnel security program specific to the NAF-equivalent Center and for four subordinate ACC wings and two named units. Implements and administers SAP industrial security program. Implements and administers the SAP physical security program.

  • The employee is required to obtain and maintain a Top Secret clearance with access to SCI and SAPs.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Emergency Essential Position (EE): In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency Essential duties until relieved by proper authority.
  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security disciplines, concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security disciplines, concepts, principles, requirements and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of operational characteristics across the multiple-disciplinary, security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security to include knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
