This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Eastern Colorado Health Care System (ECHCS). The primary purpose of the Administrative Officer (AO) is to provide direct assistance to the Chief, Integrated Veteran Care/Office of Community Care (OCC) Service. The AO is primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run a service.
Duties
Major duties include but not limited too:
-Provides for the overall administrative management for the organization.
-Actively participates in developing and implementing administrative management policies. Advises on and recommends courses of action pertaining to administrative issues.
-Performs and overseeing full range of human resource requirements. Directs the personnel management program for the office, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions etc.
-Provides subject expert advice on office of human resource needs to facility administrative staff.
-Provides advice to management and program personnel on budgetary and finance issues.
-Exercises contracting authority up to an established threshold.
-Maintains awareness of and information about the overall status of financial resources for the OCC and local facilities in order to react to changing situations with timely recommendations.
-Knowledge and ability to support the development of long-range plans, goals, objectives, and milestones of organizational efforts, and/or develop criteria for evaluating program maturity levels and effectiveness. Key facilitator/subject matter expert in the annual 4Cast (strategic planning and budget tool).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides for the overall administrative management for the organization. Actively participates in developing and implementing administrative management policies. Advises on and recommends courses of action pertaining to administrative issues. Performs and overseeing full range of human resource requirements. Directs the personnel management program for the office, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions etc. Provides subject expert advice on office of human resource needs to facility administrative staff. Provides advice to management and program personnel on budgetary and finance issues. Exercises contracting authority up to an established threshold. Maintains awareness of and information about the overall status of financial resources for the IVC/OCC and local facilities in order to react to changing situations with timely recommendations. Knowledge and ability to support the development of long-range plans, goals, objectives, and milestones of organizational efforts, and/or develop criteria for evaluating program maturity levels and effectiveness. Key facilitator/subject matter expert in the annual 4Cast (strategic planning and budget tool). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. . Combination: Applicants may also combine education and experience to qualify at this level. You must have successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work will require periods of standing. Rearranging of conference room tables and chairs will be a frequent occurrence. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies and papers.
