Duties

Direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of VISN 19 Communications Consolidated Unit (CCU). Responsible for the administrative operations of the VISN 19 Communications Consolidated Unit (CCU). This may include interpreting VHA directives, administrative policies, developing or implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Acts as a primary liaison for CCU with other areas of the VISN 19 staff to meet operational needs. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Provides administrative planning and oversight for a variety of special and continuing programs such as the Savings Bonds and Combined Federal Campaigns, the Freedom of Information Act, and the Privacy Act. Initiates and prepares contracts to secure adequate resources to facilitate operation to include determining appropriate cost, performing costs analyses, soliciting bids, writing sole source justification. Prepares and reviews purchase order for supplies and nonexpendable property such as equipment. Liaison for contracting of large job print requests, determining due dates and verifying quantities delivered. Maintains records and is primary contact for outside big and small quantity print requests, tracking ordering, delivery and payment from correct control points. Takes periodic inventory of all equipment and property and resolves discrepancies on inventory list with actual inventory. Prepares necessary documents for accession and de-accession equipment actions as necessary to assure that economical and efficient use is made of equipment and property. Directs the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration for the CCU with varied functions and activities. Liaison with human resources office concerning personnel related matters. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Provides orientation for new staff. Preparing procurement requests, soliciting bids, writing sole source justification and evaluating proposals for work, acting as a Contracting Officer's Representative (COR) for procurements, performing costs analyses, maintaining procurement and contracting records. Exercises authorizations for obligation and expenditures of funds. Responsible for acting as the Approving Official for the Government Purchase Card. Maintains budget to include 2 fund control points, to include the National Disabled Veterans Winter Sports Clinic (WSC), purchase card holder, orders equipment and supplies, performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Maintains communication with advertising agencies and contract administrators to track ROI and analytics. Tracks expenditures for the National Disabled Winter Sports Clinic to ensure proper invoicing and delegation of resources within the VISN. This includes budget formulation, justification, and execution; financial management; and financial reporting. Manages and tracks publication and website content through facility PAOs throughout VISN 19. Ensures up to date accurate literature and media for displays throughout VAMC, educates PAO staff of execution of work requests to update materials and signage, ensures proper usage and promotion of the VA Brand. Assists with scheduling of major facility events, training, coordinates VIP visits, Veteran interviews, interacts with congressional and stakeholder offices to include Veteran Advisory Councils, Townhalls, and Resource Fairs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To meet the minimum qualifications for this position, you must meet one of the following: SPECIALIZED EXPERIENCE - One (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION - Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements and Work Environment: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
