Duties

The primary purpose of this position is: To serve as Chief, Joint Interface/Network Operations Division in the 613 Air Operations Center with responsibility for directing the activities of the Division for USPACOM on behalf of the AOC Director, C-NAF Commander, and Theater JF ACC, and advise/assist the geographic combatant commander in developing a data link architecture to satisfy information exchange requirements (IER), implementing DoD policy for interface control and executing the COCOM and JF ACC's intent and guidance in a DoD and international environment. Develops the foundation for the integration, planning, and execution of datalink network defense into AOC operations. Works within 13 AF (AFPAC), leading 613th Air and Space Operations Center's (AOC) Joint Interface and Network Control Division (JIN) to plan, collaborate, negotiate, and execute. Coordinates between military services, other government agencies, and partner nations at the 0-6 level. Leads across AOC divisions as required and assists in the development of plans, setting objectives and achieving goals related to peacetime and wartime information exchange requirements (IER) criteria. Duties As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with PACOM Theater JICO Joint Interface Control Cell Program Analyst. Serves as Command representative and data link expert. Enables C/JFACC, C/JFMCC, C/JFLCC decentralized execution by constructing and maintaining survivable, rapidly recoverable network and subnetwork designs.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
  • The employee must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
  • This is an Obligated Position in which an employee has return rights.  Upon the employee’s return, incumbent may be required to vacate this position

Conditions of Employment: (cont'd) This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status "This is a Mission-Essential position performing a Mission- Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to joint interface and network operations; Knowledge of the mission, roles, functions, organizational structures, and operation of a multitude of organizations to provide command level staff guidance and/or joint interface and network operations; Knowledge of resource management systems and practices; and Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to joint interface and network operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or joint interface and network operations. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Working knowledge of personnel (military/civilian) computer systems. Knowledge of resource management systems and practices. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
