Duties

You will apply architectural and/or engineering skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation. You will act as a Project Management and technical expert over the development of project justification and documentation in support of Military Construction Project Data Sheets (DD1391s) for new facilities and major renovations. You will validate facility requirements through investigation and update Facility Planning Documents (FPDs). You will support the development of Site Approvals (Safety). You will actively communicate in both written and verbal form at multiple levels to inform, develop consensus, resolve conflicts, and gain approval. You will classify the type of work (construction/renovation) to align with current federal funding regulations.

  • You will be required to obtain and maintain a current valid United States driver`s license.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Contracting Officer's Representative appointment letter is required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

To qualify for the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Resolving engineering, architecture, or community planning problems using established principles; 2) Assisting in developing facility plans and objectives including criteria, procedures, and instructions; and 3) Assisting in analyzing the impacts (i.e., benefits and liabilities) of facility projects. To qualify for the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning;2) Developing facility plans and objectives including criteria, procedures, and instructions; and 3) Analyzing the impacts (i.e., benefits and liabilities) of facility projects.
