This position serves in the Washington Office Lands and Realty Management (LRM) staff, and reports to the LRM Assistant Director for Land Adjustments. The incumbent provides agency-wide leadership, policy development, guidance, program management, and expert-level advice on National Forest System land exchanges.

Duties
Provides leadership, policy development, guidance and expert staff advice on land exchanges, donations, rights-of-way acquisitions, cost share rights-of-way, DOD interchanges, legislated interchanges, and tribal and treaty-related transactions.
Prepares responses to congressional and other inquiries related to program area.
Leads efforts supporting a broad range of land exchange and related special programs and initiatives.
Prepares reports, briefing packages or similar presentation materials requiring extensive analytical input.
Coordinates a wide variety of communications and responses with Washington Office program officials.
Requirements
- Must be a U.S. Citizen or National.

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as a majority of the following: Developing and implementing long range program goals and objectives for delivering a major unit's land adjustment program of work; addresses complex issues in land ownership adjustment that involve multiple stakeholders; demonstrating collaborative approach to land ownership adjustment work, including regular communication with multiple internal and external stakeholders; providing technical expertise and authority on matters involving land exchanges, land donations, land purchase, land sales, right-of-way acquisitions, and other land adjustment activities sufficient to formulate national policies, regulations, and policies governing real estate functions; applying contracting methods/procedures pertaining to the full scope of real estate transactions and providing on the spot guidance in complex situations; reviewing realty transactions and evaluating the effects of various methods of acquisition and adjustment upon the uses and value of land; providing technical supervision to employees.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
