This Alaska Lands Adjustment Team Leader is responsible for coordinating land adjustment related activities and services in the Region.

Duties
The position is the Regional Lands expert and technical authority and is accountable to the Forest Supervisors , and Regional Director and Deputy Director (Recreation, Lands, Minerals Staff Unit) .
Supervises the employees in the Alaska Lands Team and provides leadership, guidance, expert staff advice, and recommendations related to a highly technical and extremely complex regional real estate and landownership adjustment program.
Formulates and develops plans, priorities, policies, standards and procedures for all phases of the Region?s LOA program for purchase, exchange, interchange, transfer, donation and sale of lands, and/or interests in lands.
Provides input and/or recommends appropriate courses of action to the Regional Director, Regional Deputy Director, and Forest Supervisors through application of overall and specific knowledge of Federal realty laws and related legislation.
Represents the Forest Service, as assigned, as the point of contact and representative with other Government agencies (local, state and federal), and with landowners, conservation partners, special interest groups, and the public at large.
Determines when to consult with legal and fiscal authorities regarding difficult and/or controversial issues that may deviate from established Forest Service policies or procedures.
Recommends needed changes and modification in land laws, regulations, policies, and procedures to the Forest Supervisors, Regional Director, and Regional Deputy Director to ensure compliance, improve effectiveness and improve cost-efficiency.
Requirements

Qualifications

For the GS-13 Level: One year of specialized experience equivalent to at least the GS-12 grade level. Qualifying specialized experience includes meeting two or more of the following:
Coordinated special use permits and easement for all roads and highways authorizations. Provided advice on law, regulation, policy and process for land adjustment activities.
Advised in the analysis of technical and financial capability of private sector lands use interests.
Analyzed, recommended and reviewed administrative appeals to ensure complete record formulation.
Advised on a variety of problems relating to land adjustment decisions, including processing of applications, and preparation and interpretation of authorizing documents.
Coordinated and collaborated with other federal, state and local agencies and organizations representing the agency lands program.
Prepared agency responses for line officers to congressional inquiries and FOIA requests.
Managed and completed Land Ownership Adjustment cases, Right of Way acquisitions, Title Claim cases and boundary program of work

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
