Duties

You will serve as the Payroll Liaison and main focal point in providing guidance for payroll processing. You will provide management, oversight, and day-to-day operations for payroll feeder systems. You will provide direct technical support to customers on all aspects of payroll processing You will utilize integrated financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. You will review and approve payroll processing and time and attendance requirements systematically for compliance with agency regulations.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
• The position is a Financial Management Level I Certified position IAW the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing management, administration and day-to-day operations of the civilian Payroll and Time & Attendance processing. . Education

The following education may be substituted for specialized experience.

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree.

OR

LL.M., if related

OR

A combination of graduate education and experience which equals up to 100 percent.
