Duties

WHAT YOU'LL BE DOING DAY TO DAY As an Instructional Systems Specialist, you will use your knowledge of and experience with the Office of the Chief Information Officer to optimize business results and customer experience by: Planning, developing, coordinating, integrating and delivering learning initiatives for the Office of the Secretary (OS) Cybersecurity Division. Developing, maintaining, and monitoring the status of cybersecurity and awareness training milestones. Researching and developing draft training products, including revisions required in the development of training courses for Information Security or Privacy Officers. Establishing policies for cybersecurity and privacy training as needed. Assessing the effectiveness of learning, using both formative and summative evaluations. Representing the OS Cybersecurity Division in various groups and meetings relating to training implementation and innovation, including technical and policy-related content changes, and multimedia and distance instructional initiatives.

Qualifications

WHAT WE ARE LOOKING FOR BASIC QUALIFICATIONS REQUIREMENT (Must submit transcripts): Must have a bachelor's or higher-level degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position being filled. The course work must have included study in at least four of the five areas listed below: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND ADDITIONAL QUALIFICATIONS REQUIREMENT: Must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service performing at least three (3) of the following: 1. Performing a thorough training needs assessment using instructional systems design models. 2. Planning strategic, relevant initiatives to train and inform stakeholders and customers of emerging technology and relevant updates to cybersecurity and privacy practices. 3. Utilizing a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives. 4. Utilizing a wide variety of instructional design principles and methods sufficient to plan, coordinate, and design instruction for full length courses or complex development areas in cybersecurity, privacy, and Information Technology.
