The Management Analyst position is located in the Financial Management Service (FMS) of the VA Long Beach Healthcare System in Long Beach, CA. The incumbent serves as the resident authority for planning and coordinating the ongoing operation of clinical improvement and data management activities within Financial Management Services.
Duties
Job Duties:
Obtain, analyze and trend information and must be proficient in the use of data systems which are utilized within VHA, as well as possessing thorough knowledge of high level computer languages.
Develops, designs, and supports the technology infrastructure for the extraction, report interface creation, storage, and seamless presentation of clinical and administrative data for financial management decision making.
Creates and updates reports, web pages and databases to include management, design, integration of content, file management and maintenance as designated by the CFO.
Develops templates and dashboard for use by others to ensure a consistent organizational appearance and navigation by the end user.
Develops web applications for specific programs and services.
Designs and conducts data-driven studies to provide recommendations for improving effectiveness and efficiency.
Works closely with leadership and staff in creating and maintaining live dashboards using different software applications, data warehouses and secured SharePoint site.
Contributes to the strategic planning and administrative management of VA data through assessing, organizing, developing, managing and evaluating the national databases.
Plans and initiates fact finding, qualitative, and quantitative analysis, providing and analyzing data and developing recommendations from a variety of alternatives.
Identifies system development issues and or/data capture issues and develops plans for addressing these issues.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing data, efficiency, productivity of administrative, clinical programs, organization management, productivity improvement, management controls, and long range planning., various computer databases, Word, Excel, PowerPoint, Access, etc. with limited supervisory direction. (must be in resume).
