Duties
The primary purpose of this position is to support the Staff Judge Advocate (SJA), providing legal advice and counsel, as needed, in military justice, administrative law, claims, labor law, and operations law to SLD 30 and tenant units. To represent Air Force (AF) interests in various forums and support the defense of the AF in litigation. To provide legal assistance to eligible beneficiaries pursuant to the AF Legal Assistance Program.
Assesses and evaluates for legal compliance, legal sufficiency, and/or advisability, local policies and practices, proposed actions and decisions, official conduct and authority, commercial transactions, draft documents and publications, investigations, responses to inquiries, public statements, plans, and initiatives.
Serves as the primary environmental law advisor to the SJA and SLD 30 Commander on complex environmental law problems affecting Vandenberg Space Force Base.
Directly advises leadership on all county, state, and federal legislative proposals and regulatory processes associated with coastal and offshore waters, the designation, listing, and protection of endangered species and their habitats, and the identification and protection of sites of historic, cultural, or archaeological significance which could limit or restrict the base's ability to perform its missions now and for years to come.
Provides defense in administrative hearings and judicial actions, interfacing and negotiating on such matters with federal, state, and county agencies, officials, regulators, legislators, and their staffs, and commercial space launch providers and contractors, the results of which can substantially broaden or restrict DAF activities and the the future of the U.S. Space Force.
Relating to labor law matters, researches and advises installation personnel on civilian employee discipline, workplace discrimination, union-management relations, collective bargaining, workers' compensation, unemployment compensation, affirmative action plans, and other civilian personnel issues.
Relating to tort matters, researches and advises installation personnel on tort claims against the government, claims in favor of the government, third party collections, claims inspections, disaster response, quality assurance/risk management reviews at medical activities, and medical-legal issues; also at overseas locations, medical cost recovery claims, foreign claims, and single service claims responsibilities.

- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-03, or equivalent in other pay systems. Examples of specialized experience includes; professional experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position Note: you must submit a copy of official transcripts and a certificate of good standing dated within 4 months of application.

EDUCATION: Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-03 level is required to meet the time-in-grade requirements for the NH-04 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

10. Ability to research and understand labor law, including but not limited to the Fair Labor Standards Act (FLSA), Occupational Safety and Health Act (OSHA), Family and Medical Leave Act (FMLA), Civil Service reform Act (CSRA), regulations arising thereunder, and applicable case law.
11. Maintains a current, working knowledge of federal, California, county and local environmental laws, including but not limited to Resource Conservation and Recovery Act , the Installation Restoration Program, the National Historic Preservation Acts and other similar laws; the National Environmental Policy Act, the California Environmental Quality Act, the Endangered Species Act, the Emergency Planning and Community Right to Know Act and other similar California laws; the Coastal Zone Management Act, the Clean Water Act, and the California Clean Air Act.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
