The primary purpose of this position is to conduct extensive research and evaluation of information in controversial areas, involving difficult legal questions having an important impact on major public and private interests. Conduct or assist higher levels on innovative program development with supervision and review on policy, resources and planning; develop solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives.

Duties

Conduct extensive research and analysis to be used by the SJA to advise the Commander, as well as subordinate and tenant unit commanders and managers, on a host of operational law matters. Represent the SJA on committees, working groups, and inter disciplinary teams, and at conferences and meetings. Analyze, evaluate, and provide appropriate counsel and policy guidance to supervisor attorneys to provide advice on developments in space, cyber, and intelligence operations, including applicable legislation and policies so that appropriate determination may be made regarding supported mission areas. Draft, review and interpret US Government and DoD laws, policies, regulations, concepts of operation and other documents regarding Space Force training, education, doctrine, ranges, aggressors, test and evaluation, and other command mission areas. Provide commanders and staff analysis relevant to the development of command briefings and speeches pertaining to the development of Guardians and Space Force capabilities to meet current and anticipated political, military, economic, and legal developments. Conduct research and analysis to assist the SJA in directing and coordinating the delivery of operations, space, cyber and intelligence law support to commanders and staff. Draft, interpret and review agreements and other documents related to installation host tenant relationships, memorandums of agreements and understandings, and international agreements, including Acquisition and Cross Servicing Agreements, Status of Forces Agreements (SOFA). SOFA supplementary agreements, implementing agreements, basing agreements and similar documents. Provide advice to leadership and prepares legal memos and other documents related to the range of operational law matters affecting the standup and maturation of the command.

Requirements

  • U.S. Citizenship is required
  • Appointee must possess a Juris Doctor degree or equivalent from a law school accredited by the American Bar Association.
  • Appointee must be an active member in good standing of the bar of a U.S. State or Territory.
  • Appointee must comply with all other requirements specified in Air Force Instruction 51 107, Employment of Civilian Attorneys.
  • Must be able to obtain and maintain a Secret security clearance as a condition of employment.
  • Work may occasionally require travel away from the normal duty station utilizing any or all modes of transportation, both commercial and military.
  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to maintain good working relations. 2. Ability to plan and execute complex, multi-faceted projects. 3. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 4. Ability to access or locate information through the use of a personal computer or terminal. 5. Ability to meet and deal with customers and clients using a high degree of tact and diplomacy. 6. Ability to research, analyze, interpret and apply statutes, rules, regulations, and procedures. 7. Knowledge of the operations, products, services, needs, and goals of SLD 30, tenant units, contractors, and commercial space launch providers. 8. Ability to communicate effectively orally and in writing. 9. Ability to advise and counsel others of the application of laws, regulations, case law, and other sources of law to specific sets of facts. 10. Ability to research and understand labor law, including but not limited to the Fair Labor Standards Act (FLSA), Occupational Safety and Health Act (OSHA), Family and Medical Leave Act (FMLA), Civil Service reform Act (CSRA), regulations arising thereunder, and applicable case law. 11. Ability to effectively represent the Government in litigation, including but not limited to litigation before the Merit Systems Protection Board (MSPB), arbitrators, and in federal court. At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
