The incumbent serves as the Administrative Officer in the Medicine & Specialties Departments at VA Hudson Valley HCS. The purpose of this position is to serve as a resource and support for management, providers, and staff on a full range of administrative and clinical functions with regard to operations.
Duties
Administrative Functions
Analyzes and evaluates the effectiveness of Medicine & Specialties operations in meeting established goals and objectives.
Provides ongoing training and assistance to program support staff.
Develops analytics system for the collection and analysis of outpatient and inpatient care feedback for access and quality measures.
Reviews, analyzes, and evaluates such areas as proposed changes in mission, operating procedures, and delegations of authority affecting program operations.
Establishes communication plans with clinic teams relating to the plan of action in accordance with Veterans' experience data.
Develops presentations with narrative comprehensive data/reports in a variety of formats(i.e., Excel, PowerPoint, Word.)
Collaborates with QM and other service lines/programs to problem solve and develop action plans to improve service delivery, under the direction of the ACOS and AGPM of the service.
Interprets new guidance and directives that directly and/or indirectly impact the service.
Personnel and Resource Management
Responsible for equipment updates and annual equipment inventory. Submit equipment purchase plan each fiscal year (additional, replacement, and high-tech/ high-cost items.)
Participate in the full range of human resources requirements, including assisting managers and chiefs with projecting staffing needs, drafting position descriptions, and preparing competencies for leadership review. Provide staff support in the maintenance of data related to budget, and expenditure estimates, and to provide workload statistics.
Strive to support the best patient care without exceeding the allocated budget.
Tracks performance appraisals, competencies, and proficiencies.
Reviews and submits performance appraisals and proficiencies for the entire service.
Veteran Healthcare Access
Review clinic profiles with providers and chiefs on a regular basis and adjust clinic profiles accordingly.
Review and provide input on national issues regulations and policies, utilize local Group Practice Manager (GPM) and communication strategies.
Works with GPM and AGPMs to ensure a wide range of local factors are considered in the development of business access analysis initiatives. .
Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts.
Work in collaboration with health care system service lines to review and develop local guidance and policies that will facilitate standardized processes.
Contract Management
Serves as a Contracting Officer's Representative (COR). Monitors contractor performance to ensure work is in accordance with contract documents. Analyzes requests/develops changes to contract documents and utilizes various computer programs to prepare contract documents; approve contractor payments; and validate invoice documents.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-09 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to apply budgeting concepts necessary to project program viability under continuously changing program requirements. Basic technical knowledge of services and programs with the service, VA program goals and objectives. Comprehensive knowledge of operations and administrative functions, labor union, and personnel policies. Skill in applying analytical and creative thinking to situations and problems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education in excess of the amount required.
GS-11 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Investigating and gathering information to ensure compliance with regulations and identify waste and abuse to improve program efficiency on an ongoing basis. Knowledge of and skill to apply budgeting concepts necessary to project program viability under continuously changing program requirements. Basic technical knowledge of services and programs with the service, VA program goals and objectives. Comprehensive knowledge of operations and administrative functions, labor union, and personnel policies. Skill in applying analytical and creative thinking to situations and problems.OR,
