The Administrative Officer, is located in the Community Care under the Chief Of Staff Office at the Castle Point VA Medical Center, Wappinger Falls, NY This position works with superior interpersonal skills, and with numerous health care professional, and other VA staff. Community Care is a team of support staff providing timely, high quality healthcare to a diverse age range of veterans being referred from and through the community.
Duties
Duties and Responsibilities
The incumbent fully understands the operations, rules and regulations and guidelines of Community Care Program with a full understand of care coordination, scheduling directives and consult management. Incumbent also must develop a mechanism to ensure that annual provider qualification documents are updated timely, to ensure that no patients are sent to a provider, health system or group, without having proper qualification documents updated before expiration. Incumbent will be the Liaison between the Third-Party Administrator and the VA identify care coordination efforts, validate Veteran's eligibility and demographics, and point staff to training resources as needed. Such reports or recommendations contact the data set to allow accurate analysis of: 1) consult management, 2) troubleshooting customer issues or complaints, 3) tracking productivity and appointment management processes. Incumbent will serve as the Acting Community Care Business Manager when the Manager is absent from duty. The Incumbent performs as a Timekeeper for Community Care and for the clerical/administrative Community Care team, Incumbent is responsible for maintaining timecards as assigned. Incumbent must obtain and coordinate data from Team Leaders, update work schedules, posting time cards accordingly. Incumbent must be familiar with various systems of time and leave which relate to Title 38 and GS positions as well as timekeeping policies and procedures. Incumbent assist Community Care Business Manager with the planning and organizing of Community Care program activities by coordinating with staff and Community care program personnel, and conducting all phases of the program. The incumbent will assist Community Care Business Manager to strengthen foundational services of Community Care by efficiently improving timeliness of services in the community with internal VA providers which will better enable the Community Care Business Manage to understand needs and demands, while documented through the monitoring of the department processes to ensure all care is provided to Veterans on referrals in a timely manner. The incumbent ensures Optum network providers agreements need to be timely, complete and accurately reflect the type of care that the provider is qualified to perform in order to refer veterans to the practice or heath system, Close attention to details, timeframes and customer service is critical to this position. Incumbent will be discussing payment methodology, program requirements for timeliness and required documents needed to receive payment, as well as, being front line salesperson for developing working relationships between the local provider and the Department of Veteran Affairs. Incumbent works independently with stakeholders to answer complex payment resolution problems, analyze demand for services, and communicate program regulations while not having immediate access to supervisor for assistance or questions. When necessary, incumbent will serve as Acting Community Care Business Manager will have full supervisory authority in the absence of the Manager.
The incumbent conducts daily monitoring of scheduling management, coordination and provides analysis of Community Care Coordination, and consult management programs to ensure that the health system has the needed services available through purchase to meet patient care demand. Analyze and evaluates, on a quantitative or qualitative basis, the effectiveness of the Community Care Program and operations in meeting established goals and objectives. Analyze and prepares program status reports for use by the Community Care Business Manager with Compliance and Business integrity Program, and senior-level management at the medical center and VISN. Incumbent works diligently to meet the overall needs of the patient, local community provider and VA providers in a timely, efficient manner. Incumbent is expected to communicate well, both orally and in writing and provide good customer service to internal and external stakeholders. It is expected that the incumbent will exercise patience, promote a congenial atmosphere and have realistic expectations in day to day operations, especially during periods of understanding, changes of priority and/or critical deadlines.

Work Schedule: Monday through Friday 8:00 a.m. - 4:30 p.m.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-9 level, you must meet one of the following:
SPECIALIZED EXPERIENCE - One (1) full year of specialized experience equivalent to the GS-7 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. EDUCATION - Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION - Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: Position involves regular and recurring work; is mostly sedentary; and involves sitting at a desk. The position requires the ability to move from one geographic location of the facility to another; and requires working with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required.
