Duties
Duties as described below reflect the Full Performance Level of the position. Duties assigned to the entry grade of GS-05 will be developmental in nature.
Counsels employees, supervisors, retirees, family members, and personal representatives on matters pertaining to the Federal retirement systems (e.g. Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS).
Determines eligibility for retirement and computes estimates. Counsels and assists employees regarding deposit for military service or deposit/re-deposit for previous CSRS and applicable FERS service.
Responds to inquiries from employees concerning their eligibility to participate in the Thrift Savings Plan (TSP); explains available withdrawal elections and annuity options.
Responds to inquiries from customers regarding eligibility to make changes to various benefits programs (retirement, health and life insurance, TSP) and provides guidance on appropriate processes for new or changing elections.
Works within Human Resources, with representatives from Civilian Pay office, the Office of Personnel Management and benefit program vendors to resolve issues regarding benefits entitlements, premiums, or payroll deductions.
Reviews documentation, researches program regulations and process, and responds to written and verbal inquiries regarding available benefits programs.
Reviews personnel records to identify, research and resolve erroneous or conflicting information regarding benefits program administration.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as performing administrative support functions in the area of Human Resources (HR). Examples of specialized experience include: inputting and/or extracting data into an automated Human Resources (HR) or compensation system, verifying and updating training, benefits or personnel and position data and records, processing a variety of personnel actions related to employment, providing basic HR information to customers
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-05, applicant must have held a GS-03 or higher in the Federal Service.
Education
GS-05 (1-grade interval) Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.
