Position functions as the Environmental Management Service CBOC Site Manager.
Duties
Responsible for the planning, organizing, directing, evaluating, and management process as the Environmental Management Service Site Manager for the CBOCS.
Provides advisory services regarding the requirements and resolution of substantive housekeeping problems and services provided and coordinates day-to-day activities of environmental care section of the CBOC's.
Develops long range and short-range goals considering space utilization, budget processes, and planning activities.
Determines budgetary needs by reviewing historical records, performing supply usage studies, analyzing current workload, reviewing inflation trends and other market factors, considering possible changes in workload due to changing patient population, or expected
program or mission changes at the Hospital.
Responsible for writing performance evaluations for the EMS frontline supervisors and ensuring the timely completion and submission of performance evaluations written by these supervisors on each member of their staff.
Responsible for ensuring EMS meets or exceeds all established performance measures established by the agency to include but not limited to ensuring there are no payroll exceptions, no delinquent worker's compensation requests, etc.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working Independently.
Experience developing policies and procedures on the methods, techniques, and procedures necessary to integrate the Environmental Care Section.
Experience developing short- and long-range goals for the service, as well as contingency plans.
Experience hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to the Assistant Chief/Chief EMS.
Experience identifying developmental and training needs of employees.
Provides or arranges for the development and training of staff as required or deemed appropriate.
Experience monitoring contractors time and attendance.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work is primarily sedentary, but involves walking and minor lifting of office equipment and supplies.
Work Environment: The worksperformed in a climate controlled atmosphere in an office with appropriate tools and equipment to accomplish the necessary goals of the position. In addition, the incumbent will be required to travel to Community Based Outpatient Clinics. Incumbent is required to walk through and inspect all areas of the medical center including wards, ICU's and Operating Rooms. During this period of time the work environment may include personal protective clothing.
