This position is part of the National Archives and Records Administration. The Chief of Staff is a key advisor, and is accountable, to the Archivist of the United States and the Deputy Archivist. Programs within the Chief of Staff office have high visibility and are important components of NARA's Strategic Plan. Programs include the Executive Secretariat, Communications and Marketing, External Affairs, Special Events, Customer Experience, and more.

Duties

As the Chief of Staff, you will: - Lead NARA's internal and external communications, ensuring a unified national voice, brand, and communication strategy. Programs include public and media communications; content development, marketing and design; employee communications; social media; and the agency historian. - Provide strategic direction and oversight to the Executive Secretariat. The Executive Secretariat provides direct advisory and logistical support to the Archivist and Deputy Archivist of the United States; and tracks correspondence and documents flowing to and from the Office of the Archivist. - Represent NARA to a global community of external customers, stakeholders, and industry associations and organizations through a variety of partnerships developed and maintained through the External Affairs Liaison and the Special Events, VIP, and international visitors programs, and the agency's customer experience program. You will serve as the Archivist's liaison to the National Archives Foundation, our non-profit support organization.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service. A. TECHNICAL PROFESSIONAL COMPETENCIES (TQs) All applicants must address how their knowledge and experience relates to the following TQs. TQ 1: Demonstrated experience in understanding the business needs and direction of an organization, and creating and executing a strategic vision or operational plan that achieves the goals while managing change and supporting stakeholder needs. TQ 2: Demonstrated knowledge of and professional experience in applying the principles, concepts, practices, and methods of management in at least one of the following areas: communications (including media or public relations); staffing a principal or leader of an organization; archival, library, museum, nonprofit, congressional, or governmental organizational management. B. EXECUTIVE CORE QUALIFICATIONS (ECQs) Applicants must address how their knowledge and experience relates to the following ECQs.
