You will serve as a HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL) in the Labor and Employee Relations Branch of NAVAL FAC ENGINEERING CMD WASH. The salary range for the GS-9 position is: $64,957 - $84,441 The salary range for the GS-11 position is: $78,592 - $102,166. Full performance grade level for this position is GS-12.

Duties

You will research Federal HR laws and regulations and advise management on their application to NAVFAC policies and procedures covering a range of HR topics associated with Labor and Employee Relations. You will present training to supervisors on content of Collective Bargaining Agreements (CBA) and other topics related to labor relations. You will prepare performance, disciplinary, and adverse actions; ensuring compliance with all legal, regulatory, procedural, and contractual requirements. You will develop command instructions and information bulletins implementing regulations on employee relations subjects and related matters. You will prepare, apply and carry out procedures for handling grievances. You will research and provides assistance as requested to special issues, such as Unfair Labor Practice (ULP) charges, petitions for unit recognition, amendments and/or decertification proceedings.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must complete the Navy Labor Negotiation Seminar and Management Representative courses.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-09: Have one year specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing the duties such as: 1) Assisting in using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; 2) Assisting in assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Assisting in developing new or modified HR work methods, approaches or procedures for delivering effective HR services to client; and 4) Assisting in developing/delivering briefings, status reports, and correspondence to managers to faster understanding and acceptance of findings/recommendations. The following can be substituted for the GS-09 minimum qualifications: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to a master's degree; OR LL.B. or J.D. that is related to the position being filled. GS-11: Have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Researching and providing written explanation of applicable laws, policies and organizational precedents to recommend to managers appropriate disciplinary and/or other corrective techniques to address a range of conduct and performance problems; 2) Providing guidance on employee rights to managers and employees; 3) Writing official notices such as formal disciplinary and corrective actions and responses to collective bargaining matters; and 4) Assisting in the development of new or modified HR work methods, approaches or procedures for delivering effect HR services to supported clients. The following can be substituted for the GS-11 minimum qualifications: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR LL.M. degree that is related to the position being filled.
