The employee will serve as the Supervisory Education Program Specialist at the Lexington VA Health Care System, in Lexington, KY. The mission of the employee is to develop and implement programs for the education and training of current employees and tomorrow's health care providers.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Plans, develops, implements, directs, evaluates and coordinates education program. Provides information about educational development and other training programs. Serves as a consultant and subject matter expert for specific educational needs. Administers a system for the development and communication of program policies and procedures. Provides instruction and assistance concerning the determination of training needs. Provides direct educational support to senior management, administrative/clinical personnel and academic affiliates. Provides ongoing analysis of budget status for allocated funds. Determines training needs by conferring with health care group leaders. Provides informal feedback and periodically evaluating employee performance. Resolves informal complaints and grievances. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Recruitment & Relocation Incentives: Not authorized. Basic Requirements: In order to qualify for this position, you must meet the Basic Requirement. BASIC EDUCATION REQUIREMENT: Possess a Degree: that included or was supplemented by at least twenty-four (24) semester hours in a field related to the work of the position to be filled, of which at least nine (9) semester hours must have been in education courses. (TRANSCRIPTS REQUIRED) OR Possess combination of education and experience: having at least twenty-four (24) semester hours in a field related to the work of the position to be filled, of which at least nine (9) semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in your resume. (TRANSCRIPTS REQUIRED) OR Possess four (4) years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full four (4-year) course of study in an accredited college or university. (Your resume must document your experience.) OR Possess at least one (1) full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. AND MINIMUM QUALIFICATIONS INSTRUCTIONS: Specialized Experience Requirement - In addition to meeting the basic requirement, you must also possess the specialized experience to qualify for this position as described below: SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: developing, planning, organizing, directing, coordinating, controlling, reviewing, evaluating and improving education, training and staff development activities; providing analysis of budget status for allocated funds; interpreting reports; determining training needs; resolving informal complaints and grievances; and establishing guidelines and performance expectations for the staff. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationsCritical ThinkingEducation and TrainingManages Human Resources IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The physical demands are minimal, requiring only moderate amounts of walking, standing, bending or stooping. It is normally conducted in an office setting, but regular contacts in clinical care settings are required.
