The incumbent functions as the Designated Learning Officer (DLO), Learning Resource Center LRC at the Lexington VA Health Care System. The mission of the Learning Resource Center (LRC) is to develop and implement programs for the education and training of current VA employees and tomorrow's health care providers.
Duties
The incumbent has knowledge of educational policies, practices, curriculum design, evaluation, and educational resources and is able to apply this knowledge in the development, implementation, and evaluation of educational programs consistent with established organizational goals. Additionally, he/she has some knowledge of medical terminology, health care administration, and the financial management of health care and educational institutions. Work is performed independently with minimal supervision.
The major duties and responsibilities of this position include but are not limited to:
Assesses the education needs of the medical center.
Reviews, analyzes and evaluates the education programs for quality outcomes and effectiveness.
Plans educational programs to meet identified needs and organizational strategic goals.
Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to meet the changing medical center needs for education.
Exercises supervisory authority and responsibility for work assignments and review; establishes guidelines and performance expectations for staff.
Ensures the utilization of available resources is in line with plans or modified through recurring review; allocates available resources to provide the best possible programs in line with established priorities.
Develops plans for the fiscal year that meet the objectives of current and proposed programs.
Demonstrates knowledge of the theory and principles of curriculum and educational program design and must be able to plan, develop, and implement the overall educational program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
In addition to meeting the time-in-grade requirement, applicants must also meet the following:
BASIC REQUIREMENTS: Individual Occupational Requirements:
Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
OR
Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
OR
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
OR
At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
You may qualify based on your experience and/or education as described below:
GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Supervising a Healthcare system education and training staff (clinical, non-clinical, and support personnel); developing Healthcare education programs to meet identified needs and organizational strategic goals; ensuring healthcare education requirements for medical center staff meet Joint Commission accreditation standards; managing fund control points directly related to healthcare education, training, and tuition funding; assessing the current and projected educational needs of the Healthcare system; developing evaluation strategies to determine the effectiveness of delivery of education and training programs for a medical center; and providing oversight for the placement of professionals to include medical and allied health trainees, summer trainee ships, scholarship programs, interns, etc.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The physical demands are minimal, requiring only moderate amounts of walking, standing, bending, or stooping. It is normally conducted in an office setting, but regular contacts in clinical care settings are required.
