You will serve as a Program Analyst in the Surface Warfare Division of IMMEDIATE OFC OF CHIEF OF NVL OPS.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will serve as the Surface Warfare Combat Systems and IAMD Integration Lead for the Surface Warfare Division.
You will coordinate/advise staff comprised of military, civilian, and support contractors.
You will interact with the Office of the Secretary of Defense (OSD), Secretary of the Navy's staff, Chief of Naval Operations staff, Missile Defense Agency, System Commands, Program Executive Offices, Fleet staffs, laboratories and industry.
You will coordinate and advise on setting requirements, capabilities and resource funding for surface ships and associated ashore facilities.
You will be responsible for the management of all aspects of combat systems and IAMD integration, across portfolio programs within the Surface Warfare Division.
You will be the Division’s primary combat systems and IAMD technical advisor, knowledge manager, and lead strategist.
You will systematically create, share, manage, and apply master knowledge in order to more effectively and efficiently integrate combat systems capability efforts the Navy’s inventory of Surface Ships.
You will work in the following areas; Integrated Air and Missile Defense, Aegis Weapons System/Combat System, Ship’s Self Defense System, Integrated Combat System, Aegis Ashore, Enterprise Test and Evaluation (T and E).
You will manage and execute processes for continuous assessment, analysis, and improvement or development of existing combat systems or candidate systems.
You will conceive, organize, direct and coordinate assessments which evaluate and prioritize related issues of the interest to the Navy.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Occasional travel is required, approximately 10%., which may include foreign travel.
- You may be required to work overtime.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade level (GS-13) or pay band in the Federal service or equivalent experience in the private or public sector using qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on problems, programs, and initiatives related to surface ships including radars, sensors, and integrated systems performing the following: 1) Evaluating and resolving problems or issues with regard to Surface Ship systems, including sensors, to enable fleet modernization and readiness and identify acquisition requirements. 2) Performing broad and extensive study assignments related to associated programs. 3) Applying of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on problems, programs, and initiatives involving surface ships. 4) Negotiating effectively with senior management, and Program Offices to obtain resolution, implement desired initiatives, and to prepare testimony.
