This position is located within the Department of the Interior, Surface Mining Reclamation and Enforcement, Office of Human Resources.

Duties

At the full performance level (GS-9) the major duties of this position include, but are not limited to the following: Provide assistance in the development of human capital/workforce initiatives, gather and analyze data, conduct studies and analyses, and recommend strategies and solutions to problems. Provide assistance with the preparation and monitoring of the annual budget estimates for the development of the HR office budget. Provide guidance and assistance to HR Specialists on program areas, work processes, and implementing human capital programs. Serve as a timekeeper and is responsible for all related functions including, but not limited to, timecard completion, staff reporting, and tracking and monitoring of leave. Salary Information GS-7: $53,105- $69,035 per annum. GS-9: $64,957 - $84,441 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

  • The Recent Graduate Program lasts for 1 year. Participants who successfully complete the Recent Graduate Program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum. OR B. Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained. (2) Specialized Experience To qualify for the GS-7, you must possess at least one full year of specialized experience equivalent to the GS-5 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Preparing correspondence and/or documents for review; maintaining time and attendance records, training and/or travel requests; making purchases for an office, reviewing and interpreting data for trends related to internal business processes and determining causes and possible courses of action; maintaining and implementing manual and electronic records and filing systems to ensure compliance with regulatory requirements. Must meet all. OR 1 full year of graduate level education OR Superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position. OR A combination of education and experience as listed above. To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to the GS-7 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Provide clerical and program/administrative support; use automated systems (i.e. word processing, spreadsheets, databases, financial and other based systems and applications); prepare memoranda, documents and correspondence; property acquisition (i.e. office supplies and equipment, nonexpendable property, vehicles, property/surplus inventory and property disposal); electronic records management; maintain electronic calendar and schedule meetings, conference rooms, collect and input time and attendance; receive incoming telephone calls, greet visitors, and refer to the appropriate staff member; prepare financial reports and track/record monthly expenditures for travel, training and equipment programs. Must meet all. OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related OR A combination of education and experience as listed above. Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements.
