Duties
The Supervisory Fire Protection Inspector provides Hines VA Medical Center with overall-fire protection and prevention program management for inspections, training, hazardous material and other programs. This position is located in the Occupational Safety & Health section which is within the Office of the Director service at the Hines VA Medical Center.
Administer a fire protection and prevention training program for Hines VA Medical Center.
Develop training and safety programs in accordance with regulatory agencies (e.g., Occupational Health and Safety Administration [OSHA], National Fire Protection Association [NFPA]).
Brief senior leaders or other employees on matters on firefighting activities, personnel, and equipment.
Analyze and measure the effectiveness, efficiency and productivity of the fire protection and inspection programs.
Review plans for new construction and alterations for fire prevention code compliance.
Provide knowledge and expertise in principles, methodology and recognized standards covering fire protection, fire prevention, HAZMMAT/CBRNE techniques and procedures; agency and installation manuals, rules and regulations; and Federal, State and local fire protection/prevention ordinance and building codes
Identify safety violations, especially during emergency situations.
Provide direct first line supervision and management to personnel engaged in Fire Prevention Inspection duties.
Ensure the proper execution of administration and personnel management responsibilities related to the accomplishment of the assigned mission.
Assign work to subordinates based on priorities, difficulty of assignments.
Assist in developing and establishing policy for the fire prevention program to include the scope of training, frequency of inspection.
Develop, acquire, and allocate resources to accomplish mission goals and strategic objectives.
Meet the needs of customers while supporting the Medical Center and Service missions. Provide the customer with consistent information according to established policies and procedures.
Support department activities, including the green environmental management program. Develop, implement, and maintain environmental policies, procedures and systems within areas of responsibilities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Utilizing fire safety and occupational health concepts, principles, practices, laws and regulations to perform administrative actions to support a fire safety program; 2) Providing mentoring and guidance of fire protection and prevention to help others gain knowledge and skills; 3) Evaluating statutes, laws, regulations, licensing, and permitting requirements governing fire protection and prevention to provide fire protection assistance to others; and 4) Providing technical advice of fire protection and prevention programs to assist in training services for firefighting.

Physical Requirements: The work involves the frequent performance of surveys and onsite visits to laboratory and maintenance shops necessitating prolonged periods of walking and standing.
