This Health System Specialist (Safe Patient Handling and Mobility Coordinator) position is located in the VA Connecticut Healthcare System at the West Haven, CT location. This position provides development, implementation, coordination, maintenance, and evaluation of the Safe Patient Handling Program within the healthcare system.
Duties
Major duties include but are not limited to:
Development, implementation, maintenance, and continuous evaluation of the facility's program for Safe Patient Handling and Mobility (SPHM) in alignment with VHA Directive, policy and national oversight.
Development and implementation of policies and procedures for the healthcare system as they relate to SPHM.
Evaluates compliance with The Joint Commission Standards, internal and external auditors regarding SPHM, including staff education and development.
Collaborates with managers to develop a strategy for dissemination of information, education, and justification of the SPHM Program for
facility staff.
Collaborate in developing, conducting, and evaluating SPHM research activities and programs.
Presents, educates, and motivates all levels of facility staff, to include executive leadership, to promote the goals of SPHM.
Collaborates with the Safety Officer, Patient Safety Officer, and Risk Manager as needed to promote the goals of SPHM.
Directs and assists health care system staff in administration, management analyses, and development of reports pertaining to program plans, development of operations, and assessments.
Work Schedule: Monday-Friday 7:30am-4:00pm. Schedule may be adjusted to support facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements: Applicants must possess one of the basic requirements below.
Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS-11 Grade Specific Requirements: In addition to the basic requirements above requirements, you must also qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Work performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; Work which involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Degree must be relevant to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate level education may be used to qualify applicants for positions at grades GS-11. The education and experience must be directly related to the work of the position to be filled.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work will require, lifting, repositioning of 35 lbs. pounds on a regular basis utilizing SPHM technology and equipment. Duties are physical in nature, requiring standing, walking, bending, stooping, lifting light to medium weight objects, and push wheelchairs. Requires the
ability to carry light to medium weight items such as papers, books, or other supplies, as well as heavier items such as durable medical equipment. The incumbent needs to be able to handle the therapy equipment, modalities, and patient lifts for patient care activities and uses the computer and other standard office equipment to complete administrative tasks.
