This position is located at Consumer Financial Protection Bureau, HUMAN CAPITAL. The incumbent serves as a subject matter expert and senior advisor on human capital policies and procedures with specific expertise in staffing and delegated examining.

Duties

As a HR Specialist (Policy and Accountability), you will: Independently design, lead, and/or conduct staffing accountability assessments/audits. Maintain active delegated examining certification and deploy delegated examining principles as outlined by OPM such as the OPM Delegated Examining Operations Handbook, and the Interagency Delegated Examining Agreement to accountability and internal controls reviews. Review work of human capital program teams, including but not limited to conducting program reviews, quality control reconciliations, and peer assessments. Prepare accountability reports including noted findings/observations, identifies program or regulatory gaps and proposes corrective actions and remediation plans. Follow up to ensure corrective and preventative actions are taken. Develop, implement, and evaluate internal policies and procedures related to the assigned program areas. Autonomously drafts policies, procedures, and guidance materials with the input of management and subject matter experts to support agency human capital programs in accordance with OPM, OMB, and internal guidance and best practices. Render expert advisory services and authoritative interpretations of policy and regulations. Identifies appropriate interventions for management on significant HR issues, operational gaps, emerging risks and concerns. Deploy risk management framework and internal controls best practices to identify and address problems/issues and meet business objectives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Selective Factor: Delegated Examining Certification AND Specialized experience: For the CN-60, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-53 grade level in the Federal service (For qualification purposes, the CN-53 is broadly equivalent to the GS-13). Specialized experience for this position includes: Experience drafting policies, procedures, guidelines and materials (white papers, recommendations) to support various agency human capital programs; AND Experience conducting accountability audits in the areas of staffing, classification, benefits, and personnel processing, with a specific focus on delegated examining reviews; AND Project management experience including developing project milestones and deadlines, identifying requirements, and engaging key stakeholders; AND Experience evaluating performance, goals, and metrics across human capital programs and making recommendations for improvements. AND Selective Factor: Delegated Examining Certificate CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's resume.
