This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer. The primary purpose of this position is to serve as the Administrative Specialist to the Chief Procurement Officer (CPO) as well as the Deputy Chief Procurement Officer (DCPO) on a variety of administrative and analytic activities that often involve unique and sensitive matters involved in CPO program development and implementation. Non-BU: This is a non-bargaining unit position.

Duties

As a Administrative Specialist, GS-0301-11/12/13, your typical work assignments may include the following: Manages the executive's schedule and workload, prepares documents, presentations and talking points, acts as gatekeeper, and follows up on meetings. Performs a full range of administrative, research, and analytical duties and a variety of liaison activities and special assignments related to the mission and functions of the office. Reviews and analyzes the effectiveness of operating procedures, workflow, coordination, and organization of a directorate, major operating office or business unit's operations through observation, conferences, and status reports and data. Formulates administrative standard operating procedures relating to such areas as records and directives management and processing of Privacy Act and Freedom of Information Act requests. Presents findings, options, and recommendations, via briefings, staff reports, project papers, etc. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Qualifications

Applicants must demonstrate that they meet the qualification requirements as noted below. Specialized Experience: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: Keeping abreast of program goals and operations of the office in order to effectively provide needed information, data, and statistics upon request; and Preparing thorough comprehensive written reports; -OR- A Ph.D. or equivalent doctoral degree that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualification and perform the duties of the position or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualification and perform the duties of the position; -OR- A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Negotiating and coordinating executive meetings and interacting with high level personnel; Conducting research to include gathering data, analyzing data, developing recommendations, and providing comprehensive reports; and Analyzing, reviewing, and evaluating established procedures to determine effectiveness of existing procedures. Substitution of education in lieu of specialized experience may not be used for this grade level. You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Applying advanced management and organizational concepts, principals, and practices to respond to a broad spectrum of policy or program administrative issues; Applying a wide range of methods for the assessment and improvement of complex administrative program processes and systems; and Interpreting complex policy guidance and conducting complex management studies where uncertainties exist and there is a need for change. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
