This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VISN 2, for the VA Finger Lakes Health Care System (FLHCS) in Canandaigua, NY. The Service Chief, or Chief Health Informatics Officer (CHIO), is an integrated leadership position for the Health Informatics Service Line of a complexity level 3 VA Health Care Facility.
Duties

Duties include, but are not limited to, the following:
Program Management 55%
Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of clinical informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
This role combines clinical, administrative, and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major clinical informatics initiatives and projects of a broad scope.
Managerial & Supervisory Responsibilities 30%
Supervises a staff of professional and non-professional employees to accomplish the work of the health informatics office.
Exercises supervisory authorities and responsibilities involving work assignments and reviews and approve or reject daily and long-range work requirements.
Supervises, plans, and directs overall personnel management activities.
Technical and Data Management 15%
Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management with the goal of transforming practices and improving system health.
Work Schedule: Full Time, Monday - Friday, 8am - 4:30pm

Qualifications
To qualify for this position, you MUST meet the following requirements:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Program Analyst, and that is typically in or related to the work of the position to be filled. Specialized experience includes managing health informatics programs e.g., Pharmacoeconomics, Population Health, Clinical Decision Support, Predictive Analytics, Advanced Data Modeling, and Modernization of Information Systems and coordinating with and managing cross-coverage for health informatics staff across the system.
