This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VISN 2, for the VA Finger Lakes Health Care System (FLHCS). The Service Chief, or Chief Health Informatics Officer (CHIO), is an integrated leadership position for the Health Informatics Service Line of a complexity level 3 VA Health Care Facility.

Duties

Major Duties: Program Management (55%) The CHIO is responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of clinical informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA. The incumbent will manage all health informatics programs and will coordinate with and manage cross-coverage for health informatics staff across the system. The complexity of the program is at the highest level. Additionally, the incumbent will serve as liaison between clinical staff and technical staff within the Finger Lakes Health Care System and manage all administrative aspects of the Health Informatics Service Line's programs and projects. Enables healthcare capabilities and the evolution of technology adjoined to the Electronic Health Record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Works a thorough workflow analysis to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools to understand the change from the current (as-is) state to a future (to-be) state. This includes the use of various methods to identify, analyze, improve, optimize, and potentially automate business processes. This includes the use of various methods to identify, analyze, improve, optimize, and potentially automate business processes. Applies a true end-to-end process to evaluate workflows, identify issues, develop solutions based on best practice guidelines, and resolves and communicates changes to maintain and optimize processes that deliver Health IT solutions. Curates the electronic health record to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change. Supports the initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with Business Owners, Subject Matter Experts (SMEs), and/or field representatives. Cultivates a healthy working relationship and collaboration between healthcare system level OIT, Biomedical Engineering and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health IT solutions and workflows, for the benefit of all staff and Veterans while ensuring that patient care technology is effectively and efficiently integrated into the clinical process Managerial & Supervisory Responsibilities (30%). Exercises supervisory authorities and responsibilities involving administrative and personnel management functions relative to the staff supervised. Supervises, plans, and directs overall personnel management activities. Recommends awards or bonuses for personnel, approves annual and sick leave requests, and recommend personnel for retention, promotion, and/or disciplinary actions. Reviews positions to determine the need and accuracy of position descriptions and recommends changes in position classification, subject to approval by the Health Care System leadership. Technical and Data Management (15%) The incumbent effectively creates, integrates, disseminates, and manages data for all enterprise applications, processes and entities requiring timely and accurate data delivery. Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management with the goal of transforming practices and improving system health. Work Schedule: Monday Through Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the Gs-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Sophisticated or advanced experience in health informatics, knowledge of the applications of information technology in the use of informatics software and hardware systems, experience in developing, delivering, or supporting health informatics systems. Advanced knowledge and skill in the use of and extensive development of data mining and database production. Knowledge and experience in Health Informatics, data programming and analysis, staff supervision and program management. Physical Requirements: The work will involve standing, sitting, and walking. Travel to local institutions, to other facilities within the VISN, the VISN, VA Central Office and contract informatic businesses may be necessary on an occasional basis. Routine travel to all clinical sites within the Health Care System is required. There is some work that can be accomplished via telework.
