This position is for a HR SPEC (INFORMATION SYSTEMS), PD# T5827800, part of the NVNG HRO. Applies a comprehensive knowledge of human resources management to advise on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities.

Duties

1. Serves as the senior specialist in the implementation, maintenance and/or operation of HRO automated HR information system(s) for the State. Develops plans of action or project plans/specifications necessary to carry out requirements for assigned HR information systems based on understanding the limitations and capabilities of the infrastructure and how it can support a particular modification or enhancement. Identifies areas where automation can effectively eliminate labor-intensive HR manual systems or enhance current automation techniques. May develop plans to resource, design, develop, test, integrate, implement, and maintain locally developed HR database. 2. As a senior HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; uses non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and Air National Guard customers; and provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HRO findings and recommendations.

GENERAL EXPERIENCE: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to analytical and problem solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experienced in planning for and executing all personnel programs and Human Resources Information Systems. Expert in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing. Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports. Experienced in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management. Experienced in managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or, applying force development and force shaping programs. Experienced in managing human resources development programs; education; voluntary education; advanced academic education; or, promotion testing and libraries. Experienced on mentorship activities. Knowledgeable of the equal opportunity and sexual assault prevention and response program. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experienced in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and, executing problem solving techniques and applications. Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments. Experienced in total-force adaptive planning and execution in support of combatant commanders from peacetime through mobilization, contingency operations and demobilization. Skilled in interpreting manpower, personnel, and equipment availability deployment readiness posturing and management. Experienced in developing, controlling, programming and allocating manpower resources in support of the Army and Air National Guard planning, programming, budgeting, and execution procedures. Experienced in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, re-designate, or reorganize unit structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; or, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls.
