This position is for a T5023000, PD# SUPV HR SPEC, part of the Nevada National Guard. This position is located in a State HRO that has responsibility for servicing both Army and Air National Guard full-time personnel. Its purpose is to serve as a supervisor of HR Specialist(s) and HR Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc.

Duties

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 2. In addition to supervision, performs work in one segment of a specialized function, such as classification, labor relations, employee relations, employee benefits, human resource development, equal employment opportunity, information systems, or HR support for military personnel as follows: Recruitment and Placement: Establishes state manpower policies and directs their implementation within NGB policies and authorization. Establishes and ensures implementation of procedures for the administration of the merit placement and promotion plan and other employment tools to include key staff policy and procedures for recruitment, placement, evaluation, and pay determinations. Implements and administers special emphasis staffing programs. Labor Relations: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor management relations program, employee benefits and entitlements and contributions to the accomplishment of special programs. Directs the initiation and administration of disciplinary and non-disciplinary adverse actions. Manages the overall labor relations issues in a state with diverse labor organizations and a high level of labor activity. Compensation: Oversees the establishment of state policies for use of compensation tools (e.g., highest previous rate, EDP/HD), and recruitment and retention tools. Supervises the administration of pay setting and compensation regulations and tools. Reviews requests for recognition from labor organizations and recommends appropriate courses of action. Coordinates with labor organizations and their representatives when necessary. Directs the administration of the incentive awards, troubled employee and other employee relations. Classification: Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions. The position classification and management program includes: position reviews; timely forwarding of appeals with appropriate substantiation; timely implementation of classification packages; publication and implementation of a position management plan; training for supervisors and managers; random desk auditing of positions to verify PD accuracy and classification of the position; preparation and classification of local amendments to PDs, statements of difference for recruiting and local exception position descriptions; and monitoring human resources assignments to assure military compatibility, etc. Ensures timely implementation of new wage scales or salary schedules and cooperates or participates in wage survey. Human Resource Development: Establishes and administers a system for determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments.

SPECIALIZED EXPERIENCE Must have 36 months of specialized experiences which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have specialized experiences in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experienced in managing human resources development programs, education, voluntary education, advanced academic education, promotion testing, and libraries. Experienced on mentorship activities. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experienced in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and, executing problem solving techniques and applications. Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments. Experienced in developing, controlling, programming and allocating manpower resources, budgeting, and execution procedures. Experienced in the allocation of civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, redesignate, or reorganize structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriated financial and corporate standards within established internal management controls. PLUS have 12 months of career broadening human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources (military or civilian) program tasks. Experienced in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
