Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position serves as a Human Resources Specialist in the Office of Human Capital (OHC), Chief Management Officer, Office of the Chairman, Export-Import Bank of the United States. The Office of Human Capital (OHC) provides leadership and direction in the formulation and implementation of human capital policies, programs, and systems to promote efficient and effective federal workforce management. OHC provides operational support and oversight for the full lifecycle of employment for employees of the EXIM.
This position is responsible for providing advisory and operational services in the areas of competitive and excepted service positions, political appointments, General Schedule and Senior Level staffing and placement, Agency-wide performance and incentive awards, executive level allocations, and Presidential transitions.
Duties include, but are not limited to:
Provides comprehensive and direct advice and guidance to agency leadership and personnel on the full range of Executive Resources programs such as position management, recruitment, placement, and other various administrative and human resources issues for SL/ST, Schedule C, PAS and SES.
Develops, interpret and/or advise leadership on policies related to executive resources programs.
Serves as EXIM's expert, senior advisor and the first point of contact for all Executives, Senior-Level and Political appointees' employees regarding human resource (HR) functions such as staffing, onboarding, and off-boarding.
Provides expert authoritative advice, interpretation, assistance, consultation, and information on all Office of Personnel Management (OPM) and EXIM policies and programs related to work involving recruiting, examining, selecting, and placing employees.
Works with various external customers (e.g., Office of Personnel Management, Executive Office of the President, White House Clerks Office, Presidential Personnel Office, U.S. State Department) regarding the onboarding and off-boarding of Senior-level and political appointee employees.
Prepares job analyses, defines specialized experience and assessment questions, and develops vacancy announcements for executive and senior-level positions in the competitive and excepted service.
Manages the SL/ST certification process and coordinates the submission to OPM for EXIM.
Serves as liaison and prepares appropriate documents and memos to be submitted to OPM regarding any SL allocation requests and Award Nominations.
Supports the Performance Review Board (Centralized Review Panel) and Executive Resources Board as appropriate.
Serves as a subject matter expert by managing, providing guidance, and recommending actions to managers and supervisors regarding performance management and Individual Development Plans.
Responsible for EXIM's Performance Awards Programs, including Superior Accomplishment awards, Spot Awards, Time-Off Awards and Quality Step Increases. Ensures awards are granted in compliance with applicable laws rules, and regulations.
Reviews performance standards and completed performance appraisals established by the serviced activities and identifies inadequate performance elements containing immeasurable job standards and/or improperly prepared appraisals. Advises managers and supervisors on writing performance standards and properly preparing performance ratings.
Performs other duties as assigned by the supervisor.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience exercising management and/or oversight responsibility over a full range of Executive Resources programs such as position management, recruitment, placement, and other various administrative and human resources issues for SL/ST, Schedule C, PAS and SES, to ensure compliance with governing laws and regulations; and developing, interpreting, and/or advising leadership on policies related to executive resources programs.
Experience providing strategic advice and guidance to senior level and/or executive officials on a wide range of policy and/or programmatic matters involving significant or controversial issues as they relate to the executive resources program, and
Experience applying, the principles, practices, and techniques of performance management, appraisal, and awards programs to provide management advisory services in coaching, counseling, recognizing top performers, and taking appropriate actions on performance issues.
Education cannot be substituted for experience at the GS-14 grade level.
