This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA-Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position requires clinical knowledge to solve administrative and professional health care problems relating to all general and specialized medical care. Position is located at DIR FAMILY MORALE WELFARE & REC ARMY COMMUNITY SERVICES DIV.

Duties

Develops and manages NPSP services for families. Assesses, plans, develops, implements, and evaluates services for families that includes exploring the family history as it relates to family relationship dynamics. Provides standardized home-based preventive, psycho-educational services. Provides instruction on topics regarding family planning, child development; child abuse and neglect prevention, nutrition, well-baby care stress management and parenting. Collaborates with military and civilian agencies to ensure continuity of care. Develops health care intervention plans for identified families working with the appropriate case manager, health care professionals, or other agencies. Two years of post-degree direct experience in child maltreatment and/or domestic abuse prevention or treatment, Maternal Child Health, Community Health or Mental Health are highly desired.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and continue to maintain a current Basic Life Support (BLS) certification that is sponsored by the American Heart Association (AHA).
  • Background records checks, directing a CNACI, are required for this position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position requires Temporary Duty Travel (TDY) of 5%.
  • May occasionally be required to work other than normal duty hours.
  • This position requires possession of a valid state driver's license.
  • Attend and complete program identified training.
  • One year trial/probationary period may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Qualification Requirements: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing in-service education regarding the effects of family maltreatment on family health. Conducting Family needs screenings, case management, family health counseling, education, family planning, client/family advocacy, and consultation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from a professional nursing educational program or related medical science field; or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
