You will serve as a POLICE OFFICER (HANDLER/TRAINER) in the FORCE PROTECTION, Navy Region Southeast (NRSE) of NAVSTA MAYPORT FL SEC DET, Commander, Navy Region Southeast NOTE: This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity in accordance with 5 CFR, Part 842, Subpart H.

Duties

You will serve as a Working Dog Handler in a law enforcement environment. You will perform working dog proficiency training in explosive detection. You will follow search and seizure rules to handle suspects and witnesses. You will conduct inspections on foot or by vehicle to maintain safety and security of personal and property. You will write citations (e.g., traffic tickets, disorderly conduct, driving while intoxicated) for individuals who violate the law.

Requirements

  • Must be a US Citizen. This is a bargaining unit position.
  • Must be determined suitable for federal employment. Incumbent must meet applicable Federal minimum age requirements for the position.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license. In addition, the incumbent must successfully complete the Emergency Vehicle Operator's Course (EVOC).
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service. Must meet OPM hearing and vision requirements to include distinguishing basic shades of color.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency. The incumbent must maintain the applicable weapons qualification standards at the assigned installation.
  • Employee is required to wear an assigned uniform and display official designated items or accessories to include additional required equipment. The employee must follow and adhere to applicable grooming standards for the installation.
  • You may be expected to travel for this position.
  • Incumbent must be able to read, write and speak English.
  • You must successfully pass an initial, annual, or any required OPM, DoD, or DON mental and emotional stability screening, Physical Agility Test (PAT), and medical screening.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting inspections of buildings and vehicles utilizing dog to locate explosive devices; 2) Conducting preliminary and support requests to search out narcotic substances, apprehend, and take into custody suspected violators; 3) Performing on/off leash obedience and controlled aggression in congested areas; 4) Responding to emergency calls, complaints, and other calls for service during watch; 5) Providing care, maintenance, and training to Explosives Detection Dog (EDD) in accordance with instructions and guidelines; and 6) Conducting checkpoints and roadblocks as directed in effort to reduce criminal activity. NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME TO BE CONSIDERED FOR THIS POSITION. The incumbent must attend and successfully complete all academic and physical requirements required for graduation from the Uniformed Police Training Program (UPTP) provided at the Federal Law Enforcement Training Course (FLETC), which is a 13-week course in Glynco, Georgia or Artesia, New Mexico. Failure to attend or successfully complete FLETC will result in removal from this position and may result in removal from the Federal Service. The incumbent must also successfully complete all required annual sustainment training, Level 1 Oleoresin Capsicum (OC) contamination training (if applicable), and OC refresher training. The incumbent must attend or be a graduate of an intensive course of instruction at the Department of Defense Dog Training School at Lackland Air Force Base, San Antonio, Texas. The training takes approximately 12-weeks. It is required that the incumbent be a graduate of this training before being allowed to work as MWD Handler.
