About the Position: You will service as a Public Affairs Specialist in the District Office with primary responsibilities for collecting, assembling, preparing, and disseminating information concerning the various programs of the organization.

Duties

Coordinate special events for programs and projects that effectively meet the overall communication plan for the District. Prepare briefings, speeches, and presentations for the Executive Office, senior staff, and all team members as requested and adjust presentation material to suit the request. Research, prepare and disseminate to the public and local and national print and broadcast media, informational materials, news releases and feature articles covering controversial and/or technical subjects. Analyze problem areas and/or project decisions that have potential significant impact on the public's perception of the District. Develop strategies and communication messages to best inform the public about the programs/policies of the District.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Incumbent must possess or obtain and maintain a valid state Driver's License.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Writing or editing information materials for target audiences through traditional or non- traditional media, such as news and feature articles, press releases, speeches, social media posts, advisories and scripts; (2) Writing or implementing communication plans or guidance that entail sections such as key messages, talking points and Q&As AND (3) Performing media relations activities, such as facilitating media interviews, pitching to the media, or working with subject matter experts to respond to media queries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaMultimedia TechnologiesOral CommunicationStrategic ThinkingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
