About the Position: You will serve as a Public Affairs Specialist developing and implementing the District's media relations, public information, command information program, and public involvement programs.
Duties
Analyze immediate and time-based public information, media relations, and community relations needs; and coordinate with internal customers and external partners to develop comprehensive communication plans.
Manage exhibits program, including working with the Visual Information office to develop new exhibits, e.g., writing text, selecting photographs, and coordinating design.
Write speeches and prepare audiovisual presentations and other briefing materials for District Engineers and senior command staff.
Develop, write, and edit tailored informational materials designed to reach local, state, regional, and national audiences through social and traditional media, public outreach forums, and other community involvement methods.
Support the District’s communications initiatives through facilitation of the Commander’s Communication Synchronization program involving comprehensive communications research, planning, implementation, and evaluation efforts with stakeholders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess or obtain and maintain a valid state Driver's License.
- Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Term appointments are subject to a one-year trial period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Writing or editing information materials for target audiences through traditional or non-traditional media, such as news and feature articles, press releases, speeches, social media posts, advisories and scripts; (2) Writing or implementing communication plans or guidance that entail sections such as key messages, talking points and Q&As; and (3) Performing media relations activities, such as facilitating media interviews, pitching to the media, or working with subject matter experts to respond to media queries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
