This position is located in Executive Resources Management Division (ERMD), Office of Human Resources Management (OHRM), Departmental Management (DM), U.S. Department. of Agriculture (USDA). The incumbent, in participation with the Branch Chief, Director and Deputy Director of ERMD, the Director and Deputy Director of OHRM, and other Program Managers, provides HR operational services for executive positions across USDA.

Duties

Provide comprehensive advice and assistance to executives, managers, and supervisors and employees on Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Senior Science and Technology (SSTA), Schedule C. etc. Work with appropriate officials as required in the formulation of overall recruitment and placement programs, both for immediate and long- range needs. Analyze labor market conditions, difficulties in recruiting, use of recruitment incentives, etc., to recommend the best recruitment strategy. Prepare recruitment materials, including job analyses, job questions, job opportunity announcements (JOAs), certificates, etc. Define issues, determine applicable precedents, laws, or regulations, and identify the most effective approaches and techniques to solve the problem. Make final suitability determinations based on review of applicant background, preemployment checks, results of investigations and medical evidence. Assure special employment needs are met under various programs, i.e., employment of the disabled, student employment VRA, Intergovernmental Personnel Act (IPA), consultants, and underrepresented groups Participate in responding to and gathering information for EEO cases that require the provision of complex staffing and pay-related information.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-11: One year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Recruitment and Placement).For this position, the specialized experience is: Using Federal human resources laws, policies, and processes to conduct staffing and recruitment activities for SES, SL and ST positions with review. OR Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher- level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Business Administration, Public Administration or a related field. OR Combination of education and experience as described above. GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Recruitment and Placement). For this position, the specialized experience is:1) Analyzing and interpreting the laws, policies and processes related to executive resources; 2) Conducting staffing and recruitment activities for career SES, SL and ST positions; 3) Providing consultative services and advice to managers, employees and applicants regarding executive resources and assisting the Executive Resource Board to ensure compliance with Merit System Principles; and 4) Reviewing and preparing executive core qualification package for Qualifications Review Board (QRB) approval. GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Recruitment and Placement). For this position, the specialized experience is:1) Analyzing and interpreting the laws, policies and processes related to executive resource management; 2) Conducting the full life cycle staffing and recruitment activities for career SES, SL and ST positions, 3) Independently providing consultative services and advice to managers, employees and applicants regarding executive resource management to ensure compliance of Merit System Principles; 4) Preparing executive core qualification packages for Qualifications Review Board (QRB) approval; and 5) Providing analysis and advice to candidates regarding their executive core qualifications prior to submission to the Office of Personnel Management (OPM). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Please see the Qualifications section for the GS-11 substitution of education requirements. There is no substitution of education at the GS-12 and GS-13 levels.
