This position is assigned to Engineering Service at the Sioux Falls VA Health Care System. The incumbent receives general work-related instructions or assignments; and is directly supervised by the Maintenance & Repair Foreman. This position primarily conducts duties at the Sioux Falls VA, but at times will be required to travel to other locations within the Sioux Falls VAHCS, other VA Health Care Systems, or other locations within the commuting area.

Duties

Duties for this position include, but are not limited to: Sets up and operates a wide variety of wood working machines and tools. Assembling items with a wide variety of joining techniques such as miters, rabbets, dados, biscuit and mortise and tenon, and using glues and adhesives to secure wood pieces, veneers and counter tops. Installs, constructs and repairs a wide variety of structural items such as building frames, rafters, concrete forms, walls, staircases, door and window frames, interior and exterior trim, and miscellaneous items such as workbenches, counter tops, bookcases, equipment cabinets, computer consoles, and items requiring limited decorative trim and molding. Constructs, installs, repairs, and modifies wood, metal studs, and items requiring close tolerance fit and structural soundness. Repairs flooring to include removal and installation of vinyl composite tile, mosaic tile, quarry tile, laminate flooring products and carpeting as necessary. Repairs roofing of various forms including glue-down rubber, ballasted rubber, steel standing seam, as well as corresponding flashing, gutter, and parapet systems commonly encountered. Remove, install, fabricate or repair doors, windows, and all hardware associated with the doors and windows. Incumbent is responsible for the security of the lock and key hardware to prevent unauthorized access and maintains all lock and key coding information in a secure and organized manner. Orders parts, materials, tools and equipment as needed for the necessary execution of the carpentry and locksmith duties. Completes assigned work orders in the work order tracking system as needed. Critical Skills Incentive (CSI): This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. To be found at least minimally qualified for the position of Carpenter at the WG-09 level, your application and supporting documents must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. For this position, the ability to do the work of the position without more than normal supervision is prime. Examples of qualifying specialized experience include but are not limited to: using skilled techniques to construct, install, repair, and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness; constructing and repairing a wide variety of structural items such as building frames, rafters, concrete forms, walls, staircases, door and window frames, interior and exterior trim, and miscellaneous items such as workbenches, counter tops, bookcases, equipment cabinets, computer consoles, and items requiring limited decorative trim and molding; utilizing various types of power equipment and hand tools, such as radial arm saws, table saws, saber saws, routers, planers, jointers, sanders, and drills. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Working Conditions: Work is performed inside and outside of buildings where the employee is subjected to extreme heat and cold weather conditions. Work areas may become dusty, dirty, smelly, with minimal lighting and ventilation. Work may be performed In tight spaces, unusual positions, on scaffolding and high ladders or rooftops. The employee is subject to possible injury from working with power tools, hand tools that are common and uncommon equipment they may or may not be familiar with in the carpentry trade. Incumbent must always be very safety conscious.
