This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

Serves as a Realty Specialist in the Master Planning Division under the general supervision of the Chief, Master Planning Division, Directorate of Public Works (DPW). Responsible for the inventory of Real Property, Building Information Schedule, General Fund Enterprise Business System (GFEBS) and automated data processing of DPW reports. Provides technical authority over real property accountability principles, policies, and methodologies in the management and reporting of Army real property. Participates in all aspects of Real Property Maintenance Activities related to management of real property, implements Army policy and guidance in the areas of acquisition, demolition, utilization, and management of Army installation real property. Facilitates the accountability of active real property assets and assures transfers and disposals are reported to IMCOM and Office of the Assistant Chief of Staff for Installation Management (OACSIM) to accurately report on-hand real property assets. Provides support with Army automated systems to include GFEBS and Headquarters Installation Information System. Participates in installation decisions on demolition and renovation of facilities; prepares justification for planned excess actions including demolition, transfer of ownership, sale, exchange, or Act of God.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For GS-11 Specialized Experience: One year of specialized experience which includes experience in the areas of real property accountability and real estate management; preparing and updating real property inventory; researching and updating information on building data including square footage, building number, category codes; utilizing automated systems such as GFEBS to produce reports; assisting with yearly physical inspections to comply with audit; assisting with audit samples on real property assets; assisting with the development, execution, and management privatization of assets; preparing leases, licenses, and easement requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Marketing. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12 Specialized Experience: One year of specialized experience which includes experience in the areas of real estate management and real property accountability; enforcing policies that govern permits and leases, disposal of assets, and privatization of assets; preparing leases, licenses and easement requests; enforcing policies to improve real property asset management and real estate management; preparing decision briefings for leaders on real property management areas of interest; administering automated systems such as GFEBS; assisting with yearly physical inspections to comply with audits; and assisting with audit samples on real property assets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
